Anglers fishing less than 9 nautical miles off the coast of Texas are in state waters and are allowed 4 red Snapper per person. When fishing state waters we may target the
RGV REEF. The RGV REEF is a man made reef located 12 miles north of the South Padre Island jetties and within state territorial waters, it covers 1,650 acres. It is by far the largest Reef off the Texas coast and has the most material.

With 23,000 tons (46,000,000 lbs.) of material, primarily recycled concrete, RGV Reef is currently 3/4th completed and has been increasing Juvenile Red Snapper survival by an estimated 240,000 fish annually.” - rgvreef.org
